The New York City Department of Buildings issues violation notices to building owners and construction companies when inspectors find conditions that do not comply with the Building or Zoning Codes. There are two types of notices that the different city inspectors issue: one that is resolved through a hearing with the Environmental Control Board (ECB) of the city, and the other that can be resolved administratively.

Notices from the Environmental Control Board (ECB):

The most commonly issued violation notice is a Notice of Violation (NOV), which is resolved at the Environmental Control Board (ECB) of the city. The Environmental Control Board is an administrative court that operates like a conventional court, although it is not part of the state court system.

Notices from the Department of Buildings:

In some cases, the issued violation notices do not require a hearing before the ECB, but may involve the payment of fines. These notices are referred to as 'Department of Buildings violation notices'.

"It is important to promptly resolve violation notices issued by the DOB, as some of them may accrue interest over time, which would increase the amount of the fine you have to pay."
